BRIEF DESCRIPTION:

The Director of Quality Improvement and Psychiatric Services: 1) develops and implements programs based on the vision and needs defined by the healthcare environment, experts, and APA components and staff associated with quality of care issues (clinical standards, clinical performance measurement, electronic health records, registries and related health information technology [HIT], 2) provides leadership and supervision for department staff and programs; 3) represents or oversees representation of the department’s activities to external organizations; 4) provides or ensures support to components related to quality, registries and HIT; 5) directs the development and implementation of research in the area of Quality Improvement within American Psychiatric Foundation (APF) and 6) administers the office and its resources in compliance with APA policies.

DUTIES:

Develop and implement programs based on vision and needs defined by healthcare environment, experts, and APA components and staff. Content areas include quality of care issues including clinical standards, patient safety, clinical performance measurement, electronic health records, registries and related health information technology.

Identify goals for office and formulate, adopt/adapt, and direct activities to support those goals. Consult with chairs of significant components to determine directions to pursue; review governing body actions to determine association priorities; consult with the Director of Research to select priorities and frame programs.


Supervision and leadership of office staff and programs

Integrate office programs to fulfill overall objectives of APA and to promote coordination of office activity (e.g., how performance measurement, registries and HIT fit together to achieve better quality of clinical services). Understand programs adequately (purpose, goals, content, implementation plans and resources) to provide leadership to office staff and represent work accurately to other APA offices. Respect, recognize, and encourage staff performance and initiative. Ensure quality of work and office’s products (e.g., APA input on standards, registries and performance measures under development). Maintain realistic production schedules. Ensure correct implementation of contracts, fiscal policies, and development of appropriate interoffice procedures to achieve completion of goals.


External representation of Quality Improvement, Registries and HIT programs

Represent APA at meetings of medical organizations focused on quality improvement content areas, including but not limited to registries and HIT applications (e.g., NQF, PCPI, AQA, CMS, PEHRC, S2C2 subcommittees and others). Make presentations on new initiatives and progress to members and external organizations. Oversee staff participation in meetings or interaction with other organizations. While ensuring consultation with experts and appropriate components, oversee preparation of APA responses to inquiries or standards proposed by external organizations.


Component Support

Engage volunteer psychiatrists to commit time and energy to APA projects. Provide agendas, information, guidance. Suggest initiatives. Prepare component reports to JRC, Assembly and others. Review developing manuscripts. Review component budgets and expenditures and ensure adequate funds for component responsibilities. Collaborate with other APA offices re: overlapping activities/interests.


Research

Direct the development and implementation of research in the area of Quality Improvement in APF. Direct the development of successful grant and contract proposals. Participate as an active principal investigator in APF research programs addressing the areas covered in QIPS. Provide scientific direction and oversight for the research activities.


Administration

Ensure adequate resources (staff and budgets) for the operation of the department. Construct and responsibly implement budgets. Ensure use of appropriate protocols and procedures in relation to external organizations; provide oversight to ensure APA policies and procedures are observed in department business. Direct or delegate report writing (e.g., MDO reports, Board reports, strategic budget goals). Collaborate with other program staff (e.g., advocacy, research, APP) and administration staff (e.g., finance, governance, IS). Oversee all personnel actions.

EXPERIENCE AND PROFESSIONAL QUALIFICATIONS:

• M.D. (Psychiatrist preferred); or Ph.D. is required plus a minimum of 5 years’ experience
• Experience in the mental health field, preferred.
• Experience in health information technology and quality assurance is required.
• Management experience desirable;
• Association experience desirable
