BRIEF DESCRIPTION:

The State Advocacy Representative assists in the strategic direction of the State Affairs Team by participating in the development and implementation of a program of assistance to state and constituent groups on state government affairs issues and on the State Affairs Team’s efforts regarding the Association’s public policy priorities. The State Advocacy Representative performs as a representative of the Association in member, district branch/state association relations, strategic alliances and policy development initiatives to advance psychiatry.


DUTIES:

Identifies and analyses state legislation, laws, and regulations affecting psychiatry, psychiatrists and mental health issues.

  • Uses state legislative and regulatory tracking service to identify, analyze and track legislation and proposed regulations that could impact psychiatry.
  • Generates reports of pending legislation and distributes to district branches/state associations (DB/SA) and provides alerts to DB/SAs about specific bills or regulations.

Develops materials in support of DB/SAs related to state legislation and regulations.

  • Develops talking points, fact sheets, letters, charts, brochures, testimonies and other resource materials/documents for DB/SA use in their advocacy efforts.
  • Evaluates and updates state-related materials and documents as changes occur.

Provides on-site grassroots, advocacy, social media and/or coalition training as requested to DBs/SAs and psychiatry residents, on legislative and regulatory issues of national and state significance.

  • Contacts members to solicit participation in grassroots and advocacy efforts (including Advocacy Action Center). Prepares materials to maximize audience understanding and participation in advocacy.
  • Travels to select states to provide training.

Responsible for the State Affairs segment of the APA website

  • Supply, organize and update appropriate resource documents on the State Affairs site.
  • Make this section of the website user-friendly and drive members to the site for important information.

Along with the Deputy Director, represents APA State Affairs at meetings of state legislative organizations, coalitions and external organizations

  • Participates in AMA state legislative conferences, meetings and functions.
  • Provides background information on APA’s legislative and regulatory issues to other medical societies.
  • Provides, as requested, to APA staff, reports on developments in the medical community.
  • Maintains an active relationship with medical society staff and medical specialty staff.

Responsible for the development, design and distribution of the State Update (or other state news reporting method)

  • Composes and solicits articles on pertinent state legislation, regulations or advocacy pertaining to mental health and psychiatry for distribution to APA members.
  • Submits update to the Deputy Director for review and approval.

Responds to member inquiries related to state legislations, regulation, patient safety, scope of practice and other policy issues

  • Researches member questions related to state laws, regulations and policies and provides members with appropriate information and resources.

Assist DBs/SAs grassroots and advocacy events aimed at branches of state government

  • Writes and distributes action alerts in conjunction with DB/SA advocacy efforts.
  • Assists, if requested, in state lobby days.
  • Provides advice and resources to DB/SA members.
  • Develops tool-kits when needed.

EXPERIENCE AND PROFESSIONAL QUALIFICATIONS:

  • Baccalaureate degree required with 3 years minimum related experience 
  • Excellent analytical ability, including demonstrated experience with state legislative or regulatory issues or activities 
  • Experience with computer applications including CapWiz and state tracking systems 
  • Strong organizational skills 
  • Excellent public speaking ability 
  • Strong professional writing skills 
  • Ability to travel 
  • Willingness to attend occasional evening and weekend meetings
